As far as EU261, my understanding is:
1 - they need to take care of you
2 - you are not entitled to compensation if they take care of you
3 - you might be entitled to compensation if they don't take care of you
So, if you can't get through on the phone and take care of things yourself, I am not sure how that would work.
My understanding is, EU 261 also applies to ex-EU flight operated by non-EU carriers (so BR CDG-TPE, AMS-BKK, etc.). For type 3 flight (> 3,500 km), the passenger is entitled to 600 euro cash compensation if the arrival at the final destination was delayed for more than 4 hours. This is much more than the 250 USD given on EVA's website.
