You are looking at the wrong rules. There are specific rules for strike that can be found here: https://www.evaair.com/en-tw/about-e...-rmd-news.html

Refund rule and cancellation fee will be waived for tickets issued on 695/525 tickets traveling EVA/UNI Air operated or marketing flights that has been affected by the strike.

The original fare rule is waived.
