Enrollment is only around a third of what they originally projected, so they want to make the enrollment process easier, reduce the cost, and offer it on an annual rather than 5 year basis.
IMO, this is absolutely insane. If everyone is "trusted" then in reality no one is trusted. If everyone gets the benefit, then no one really gets the benefit. I already encounter situations where the Pre line is as long or longer than the regular line and it drives me nuts. The worst is when they randomly give non-Pre members Pre access at check in and now you have people taking off their shoes and taking out their laptops and liquids because they don't understand the process, and slow down the entire line. If anything they should be making it harder to get, like by requiring an annual minimum segment requirement.
The cynic in me says this is just a way to get everyone into "the system" and then they'll probably start hyper-marketing Clear to squeeze more money out of the actual frequent travelers.
