Yeah, that's what I think. Helps prevent people from getting the Silver for the Red's annual fee (since they can't change the AF), reaping whatever benefits they can and then dump/downgrade it when the AF comes around. I'd be curious to see if anyone has recently been able to upgrade after 90 days from account opening.
