I don't see that from checking online- he was quoted a price for the room and then quoted a price for breakfast - he was not quoted a price for a room inclusive of breakfast

Just picking a hotel in Frankfurt, it quotes the hotel rate as EUR100 per night
It also has a checkbox that says

Would you like to add breakfast? (optional) + 23.00 EUR / Night

I can see no way that that is offering a rate for room inclusive of breakfast for EUR123, but offering a room for EUR100 and breakfast for EUR23

There are other rates such as Dinner bed and breakfast rate which state in rate description "Breakfast included" and "Dinner included" which would be a rate inclusive of meals
