I would have each of them print something from the usaa web site showing their memberships as evidence if questioned. Good luck!
My family member picked up a car with her friend today. The USAA CDP was in their reservation and they went to the counter at pickup to add her friend as an additional driver. The clerk asked if they were related to each other and they answered, "No, but we are both USAA members" and that was that. No additional driver fee.
