Unfortunately you need 2 vouchers to upgrade a one way "intercontinental" flight (1 voucher to upgrade a flight within Europe). DXB is classified as an intercontinental destination. You will therefore only be able to use the evouchers to upgrade in one direction. If you have *A upgrade vouchers you can try to upgrade in the other direction when you arrive at the airport.

An H fare is pricing out at £326 + £66 Tax on the LH site.
You can book the ticket anywhere you like. Just make sure (by clicking on "fare rules" when the price is displayed on Travelocity/Airline Network/etc) that the fare code does not begin with S or W. Codes like V, Q, H and M are fine.
After you book, call LH and request the upgrades (you can also do this online at the LH website if you tell the website where you buy the ticket your Miles and More number, even if you buy the ticket elsewhere).
The H fare price you quote actually sounds OK to me.
