Assuming you have booked an Economy Basic or Flex fare on the SVQ - FRA leg, you will get (1+1) x 23 kg baggage allowance on this leg. If it is an Economy light fare your baggage allowance will be 0 x 23 kg. (even for *G).
As it is not a single ticket, UA is not the "most significant carrier".
