Yes. This means it could be up to 24 months from the date of ticketing.
The wording of the relevant rule is:
7. MAXIMUM STAY
Return travel from the last stopover point must commence no later than 12 months after departure.
As a concrete example, for my last OWE ticket:
- 2016-late July: booked the ticket
- 2016-early August: paid and ticketed
- 2017-early June: took the first flight
- 2018-late May: took the last flight of the ticket
