" Of course Hertz has no idea of your status with USAA, but clearly the implication is that as a member (which is free to join) you are otherwise eligible for the pretty sweet USAA discounts. Note: I am not suggesting that one should rely on the underage fee waiver if not eligible for the USAA insurance.
I just tried that and see the same message. I guess that means the additional driver fee waiver probably is NOT limited to insurance eligible members? Will be interesting to see as a family member plans to use it for an upcoming rental with a friend (both joined USAA in the hope of getting that fee waived).
