It's hard to say. After the Cupertino Post Office installed the new style Self-Service Kiosk I tried my UnionPay and had to input my PIN. Walmart supports PBOCCARD natively, but my purchase of around $20 waived any PIN or signature. I don't know if a PIN would be required above a certain amount, but I don't have any data points for large ticket purchases at Walmart.
