Just to confirm, you can join USAA as non-military; I just did. They are happy to sell you all sorts of products. I did not apply for insurance as I already have it. When I go through their site to rent from Hertz, they post a notice saying " Waiver of underage driver fee is limited to USAA insurance eligible members only. " Of course Hertz has no idea of your status with USAA, but clearly the implication is that as a member (which is free to join) you are otherwise eligible for the pretty sweet USAA discounts. Note: I am not suggesting that one should rely on the underage fee waiver if not eligible for the USAA insurance.
I have been using Government Employee Marketplace, to which I also belong legitimately, but their web site no longer responds so I'm wondering if this organization still exists. I checked it out only because when I use it for a rez in Denver in August, I get "rate subject to change". But I get the same thing with USAA so who knows? Interestingly I get "guaranteed" with my Gov Employee CDP for a rental in Montana next month, or with AAA for the same August dates in Denver.
