For Go Pro, rebooking and refund is free of a fee (besides a phone service fee if you have to call in).

I think 400 EUR the refund fee for a business fare? Change fees for Business Smart are 360 EUR, for Plus Smart 240 EUR for changes, 300 EUR for refund. Free for Pro fares.
I think OP is referring to the current fare difference between Go Smart and Go Pro.
