At least in my industry (electric utilities and grid products) it works that way. You pay some bogus consulting company a hefty amount of money for a promo package and in return you get awarded some BS awards which are randomly chosen from all the subscribers.

We stopped paying some years back and do not regret it. Besides the inbox being flooded with shameless sales pitches to win is back.
