The only AA seats that are bookable with Avios are those that AA offers at the "MileSAAver" award level. I just checked aa.com, and on the RDU-LHR nonstop on October 3, AA is only offering MileSAAver seats in Economy, not in Premium Economy or Business.

As a general rule, BA charges 1.5X the Economy Class redemption rate for Premium Economy redemptions.
