It sounds like they're honoring what you booked. But the way they will do it, is you have to complete the rental, and if it charges you the difference, they are saying they will adjust anything above $18.91 away/refund you, and do so within 3-5 business days after the contract is closed.
You could either ask the manager on return to do it, or call and have them do it, or write back to whomever you wrote in to. If I were you, I would message them on Twitter - they are very nice, reply quickly, and are quite competent on Twitter.
