No it is not. You linked to a page describing Delta's Irregular Operations Policy. How do you add a 's' to that?
Just think of how everybody uses IRROPS, they say 'during IRROPS'. So you are saying they are actually trying to say dirong Irregular Operations Policy, plus another 's' for no good reason?
IRROPS is a common abbreviation. Just google it.
