Sept/Oct is not a good time. Potentially a very rainy period. But it will be definitely not crowded in the temples and you will avoid the hordes of package tour groups. Best period is from mid-december to beginning march.

The "Citadel restaurant" has a buffet in the USD 40 range. A la carte dining is very good value for money with great dishes in the USD15-25 range. The French restaurant (Mouhot's dream) is upscale and in the USD 60-80 range.
