It seems clear that this was an idea that BA had been considering, but is no longer part of the plan.
But it wasn't anything that had been announced by BA, and therefore "speculation" is a correct description by BA of the guesses of others (including ourselves) as to what BA had been thinking about. It is possible (I haven't been following closely enough) that that was the line that BA was taking to anyone who asked about it.
