4/15 = Day 0
5/4 = Day 19
6/7 = Day 53
That is 3 apps in less than 60 days.
If the mailer has been 'used' once by Citi's definition (and I would guess that it has) then it won't bring up the application page.
It used to be that you would have to wait 60+ days from the denied application (a few years back) but I am not sure that is right anymore. July 8 is the earliest I would be willing to try again but August 11 is safest.
