Interesting. I've never encountered this at a Bonvoy property or most international chains in the past 10 years, although I've seen it at really local Chinese hotels (the sub $50 variety) and have been refused a second keycard at Gracery Shinjuku in Japan.
I probably have 50 or so Bonvoy keycards laying around somewhere at home that were accidentally brought back with me at various points in time. Never been charged and I can't recall the last time being asked for keycards during checkout.

Sounds like this property watches every last 10 won (1 cent)! I've accidentally brought home keycards too and never paid a cent for them. Kind of miserly for them to count cards. Guess keeps with what kind of place this is.
