I think you are correct. It seems like it takes multiple factors to shutdown and account/ cancel tickets for fraud. The example in this thread seems to hit all of them:
New account
Purchased miles
maximum allowed amount of miles purchased
No actual flying with Alaska
based in Asia
Partner award tickets booked for others with a different last name
intra-Asia award tickets booked
personally, I wouldn’t worry to much about booking award tickets purchased for others unless you meet multiple items in the above list.
