I've not had either a personal or business Barclays card in at least three years.

I want to add another data point, I used this same strategy and was approved, it wasn't instant though. I received a message that my submission was under review and that I would be contacted within 24 hours if any other info was needed. Called recon line, they told me to sit tight and that I would likely be approved. Received email "Congratulations, you've been approved!"
This was the first business card I have ever applied for.
