IAD is a particularly difficult place to do this as it is hard to exit the mid-field customs exit and go landside with larger bags.
This may work at other POE but not easy at IAD.
That, and there's apparently a pilot program underway at IAD to send some bags straight through to their final destination without them being reclaimed. AMS arrivals don't seem to be in the initial phase, but that could change by the time OP travels.
Also, I-I transfers without picking up your luggage are possible at IAH, and that could be expanded to other airports at any point as well.
