According to this site the UK-issued version is PIN-preferring with offline PIN and contactless.
And this is why I suspect that if Revolut ever comes to the US, it'll behave pretty much like any other US card. I'm not sure offline PIN would even be viable anymore due to the prevalence of Quick Chip if they wanted to.
