It's still not generally available, but I finally got my US-issued TransferWise MC debit card after being on the waitlist for about a year. No contactless, 2% ATM fee (waived for first $250 per month), 0% FTF, 0.35-2.85% currency conversion fee, 0.2% load fee, signature-preferring, no offline PIN:

Fail cardholder verification if this CVM is unsuccessful: Signature (paper) - If terminal supports the CVM

I don't know who would use this. It's skipping the sock drawer and going straight to the shredder.
According to
this site the UK-issued version is PIN-preferring with offline PIN and contactless.
