Right outside of the Pine Cliffs main entrance, there's a two block or so commercial strip which is mostly "restaurants" of all sorts, but they seem touristic and I suspect also overpriced due to their captive clientele. The resort complex has some sort of grocery store that I didn't explore as it was closer to the villas than the hotel.
I didn't try to swim in the sea, but the beach seemed fine: You take an elevator down, follow a little boardwalk, and the hotel seemed to have a concession stand, lounge chairs, restrooms, etc. It appeared to be a private beach, but I suspect that local laws permit public access. IIRC it was about a fifteen minute walk from hotel room to sand, including the wait for the elevator when I did it.
This area of the Algarve is very crowded in high season and to me it would be unpleasant to attempt to go into some of the larger towns for dinner etc. Farther east there are some small fishing villages that have good but very informal simple restaurants, many with water views.
There's a very famous restaurant with small hotel along the coast, but it would be very difficult to get a reservation in high season. I know people who have eaten there and rave about the experience.
