If I book right now and apply GUC immediately, but then the trip is not approved, do I get the GUC back under risk free cancellation? If not I may need to gamble that nobody else is trying to apply a GUC on that route and that date.

it may depend on whether the ticket has been reissued and the cert closed. And even then it may remain attached to the PNR so that if you apply the residual funds from that PNR the resulting itinerary can be upgraded?
I also vaguely recall that even if it clears at booking they may avoid reissuing the ticket right away specifically to wait out the RFC period.
