After you get past the special "only hand luggage security" line where they ask you interview you and ask you questions and add a sticker to your passport, that sticker allows you to enter the next stage which is where everyone gets their hand luggage scanned. Those that checked in and brought suitcases and those that just had hand luggage and a boarding pass.
