Give Ichiran a try, especially their branches at the JR Shibuya and Metro Meiji-jingumae stations. For equally good (if not better) tonkotsu and tsukemen, there's Rokurinsha at JR Tokyo station and near Metro Oshiage at Solamachi/Skytree.
