It would be very easy to have Golds enjoy free cancellation up until T-14 or T-21 or something, with a charge thereafter - to avoid Golds hoarding award space that can't then be re-sold.
The simple fact is that this is another penny-pinching move by BA, which earns them revenue on one side and costs them revenue on the other because some people can no longer be bothered to go for Gold.
