They are not properly licensed.
Cross-border plates are heavily restricted and limited. Generally, they are usually associated with companies, special industries, or people with special mainland status (like NPC Hong Kong delegation members).
Because of the excess availability (i.e. company cars do not always need to travel between borders), many companies "rent" out their company cars to supplement the expenses.

It is unfair to compare the services.
Cross-border transportation is heavily competed while transportation within Hong Kong is heavily restricted. You can't really compare what you pay for cross border with any hired car service in Hong Kong.
