That's the point. It's not a case of someone at this property just deciding on their own not to honor certain benefits.
BTW, I was told that the reason this hotel is a special case is that it's owned by some local government and wants certain benefits to go to guests of that local government. I'm not sure how accurate this is.
OTOH, when I stayed here (once in the past, I'm not sure when), I was convinced that I saw the remains of a former lounge as I got off the elevators on the top floor to go to my room, which was an upgraded corner one overlooking the river and very nice, although not a suite.
