Theoretically you may be able to get a new passport at the New York City office. I have heard anecdotally that walk in appointments are permitted -- but I do not know anyone personally that has done it.

For a walk in appointment it is best to go as soon as possible when arriving in New York -- and have all the paperwork and photo ready.

UA will not allow boarding and Italy will not allow entry.
