This is correct and based on the DOT rule, but can be changed by an airline in benefit of the passenger. For example,
AA:
You have up to 24 hours from the time of ticket purchase for a refund if you booked at least 2 days prior to departure.

As you can see it differs from airline to airline, but at a minimum has to abide by the DOT rule of 24 hours if booked >7 days. If you are fearful of the rules applied, buy a fully refundable ticket. The issue on the other hand is airlines do not like people buying two tickets that they cannot take, even if for personal insurance purposes.
