Well, the OP could avoid the cabotage issue completely if he flew one Korean airline from the Mainland U.S. to Korea, and a different Korean airline from Korea to Saipan.

As Asiana has previously been the subject of a U.S. cabotage enforcement action, the OP might want to speak with Asiana directly, if Asiana is, in fact, the carrier on both tickets.
