Did you try calling again? That sometimes helps. The reason the agent gave (it was an AA locator) makes no sense to me (which is not to say it's wrong).
Can AA do anything, or do they just tell you to call IB?
You might try posting in the IB forum to see if anyone there has any ideas. There are threads about problems with seat assignments, although I'm not sure if any are about your specific situation.
What class are you flying? Perhaps that class doesn't allow for advance seat assignments.
