EZY3252 - Redirect due to hole in STN runway; EC261?

Can't see a post on this one unless it's in another forum I can't find; but relatives currently in SEN (Southend, UK) after their flight from NAP-STN was re-directed due to (apparently) a hole in the STN runway.
When I look for news articles about said hole, I find a August 2017 article ... Anyone know if there is actually a hole there right now? They kept being told it'll just be 5 more minutes.

They were meant to land STN at 18:50 I believe, seems like they got after the re-direct at 21:48 so ... 2h58 min late.

Why has your flight diverted:
We're sorry that your flight has diverted to Southend airport. This is due to Stansted airport runway closure.

What happens now:
We plan to refuel and continue your flight. Your crew will be keeping you up to date on the situation


So, any chance of a reasonable say EC261 claim or given it's < 3h will get nothing especially if EZ is going to claim this is extraordinary circumstance?
