I can't give you a definitve answer, but
a) Seatguru always claims that seats right in front of an exit have limited recline, this may or may not be true but it's a standard they add to all their seatmaps
b) eg on AY A320, the seats right in front of the exit row do NOT have limited recline
c) all seats on AY A319/320/321/32B have very limited recline to begin with
Unless we get someone to prove otherwise, I would not believe Seatguru here. In any case, on the A32B, the seats in rows 1–9 have more legroom than the seats behind row 10. I would choose legroom over recline here.
