There's got to an easier & more elegant way to implement this.
Having some experience here when you encounter a situation like this it all falls on the GM and how they manage their staff, and this is differently a management issue. Apparently it seems that decisions regarding this "promotion" were not either thought or implemented properly sometimes good intentions have unintended consequences like this one. Ah for the the "good old days"
