Well it seemed you broke at least one law in your escapade. Every state I know requires you to have a drivers license to operate a motor vehicle. I understand the problem of losing your wallet/ID. I had my wallet stolen at Logan last year. Luckily I had my drivers license in my zip up travel folder.
However, since you knew you had lost it, don't you think you should have considered the ramifications before you showed up to the hotel. You didn't lose it that day, it was earlier in the week, right?
Also, so many places ask for ID when you use a credit card. While it might be against the rules, it happens quite a bit.
Since my ordeal in Boston, I carry my passport and dl in different places, even if it's a domestic trip.
I can think of a few reasons why they really need an id. Someone can steal a bunch of stuff out of a room, and without positive ID, they can't really say who it was. I think if you would have notified the GM before you came about your problem, I think you would have had much better results. You get more with honey, than indignant ire.
