Not if you're paying special nett ticket fares which explicitly states that it is on a cash only basis. If you insist on paying by creditcard, you would therefore have to absorb what the agency will be billed for. This is common practice worldwide for conoslidator tickets - even in the USA!
You will not be charged for tickets that are PUBLISHED full fare tickets, which in this case, the issuing airline will absorb the cc fee.
