Shanghai is a transit city in both directions.
For TWOV, you have two transits in China. The first is your BUD-PVG-MNL itinerary, and your TWOV qualification for this transit depends on your passport as to your eligibility for TWOV. Assuming your passport is Hungary, TWOV is fine.
Your second China transit is MNL-PVG-BUD, and the same criteria applies.
You need to be clear with the airline check-in agent at BUD that PVG is your transit city and your destination is MNL. And then, on the return, the same: PVG is your transit city to your destination BUD.
