Main hub seems to have more availability, which means it's easier to swap out vehicles.
My best upgrades were always at the main hub, with the best one being a CLA 220d when booking a Citroen C3.
Apart from when I rented vans (which are excluded from upgrades it seems), I've always had at least 2-class upgrades
