On the ad I see "*With a $25 purchase in a single transaction." It does not specify groceries, and a single VGC should put you over that minimum. I would assume this is more so for the pick 5 deals that give you 300 points for the 5 items (these are have the * next to them as well). I will see what happens when I go tonight.
