I don't know about how your card online banking works, but for most of mine, pending transactions only show in the card's currency and you have to wait for it to process before you can see the original amount charged.

If it doesn't show the original transaction amount, you can easily work out whether it is DCC by converting the pending amount yourself. Your profile says you are in Singapore so assuming your card currency is SGD, the SGD/TWD rate is about 22.7. If you were DCCed then the rate would probably be less than 22. But if your card has foreign exchange fees then you need to add them on to these figures.
The charges have now shown up in the online statement as DCC and with a 1% DCC fees levied on my credit card account. I have written to Regent Taipei for them to void the charges and to re-charge in TWD. Hopefully they can do that.
