Strictly speaking, you don't have to go through passport control, but it may be the quicker way.
You can take the transfer bus from gate F1 to gate 24, but you will have to wait for the bus and wait for a security agent to check you before getting on the bus. The bus transfer could easily take 15-20 minutes, plus five minutes of walking from the plane to F1.
Walking the entire way should take around 10-15 minutes, but you would have to do as Highupinthesky says, go through passport control twice and security once. And the lines for passport control can be extremely long when CA911 arrives, and QW5000 would need to have a passport which arrives for entry into Schengen.
Also, something to take into consideration is the fact that CA911 is, in my experience, one of the more delay prone flights into ARN, with delays of more than an hour not uncommon. Checking Flightaware for the last 13 flights, there were three flights with delays of 14-23 minutes, and three flights with delays of 32-50 minutes. So, 23% of the flights were so much delayed that there's absolutely no chance that you'll make it, and 23% so much delayed that you would probably not make it. And even with an on-time arrival, it's a bit tight.
All in all, I would say that you have about a 40% chance of making it.
