Yes it is. They mentioned that you can send an email to Home affairs to withdraw your application. Maybe they feel some people would rather withdraw then be outright denied and have to check the Denied visa box if asked.
Maybe, like government workers everywhere, they welcome the opportunity to not have to do something.....
