lufthansa refund-i'm confused

I booked a flight for my bro a couple days ago.Seems he got his outbound date wrong (by a week) and it's past the 24 hr cancellation window. So--I called up lufthansa to ask how I could cancel/what would be the penalty. They mentioned it's economy restricted and as such no cancellations are possible. But I looked at the ticket and it did say the fare is 250, the taxes and fees 750. In my experience when cancelling a non refundable ticket the taxes are refunded, not the fare. And yet, when I asked about this, the gentleman mentioned that there was no way to know what kind of refund i'd get. I don't know how to deal with this. I have a feeling that the YQ and YR charges aren't considered refundable but how can it possibly be that when asking for a cancellation you don't have any clue whatsoever on what you're getting back?
Anyone have experience or can help with this, please?
