If this was a personal trip, and necessary, I'd just buy Premium Rouge, or J, and not bother ..... However, this trip is for work, and work policy does not allow for Business Class for travels less than 8 hours. The policy is so antiquated that it does NOT include Premium Economy. The policy is Economy lowest for anything less than 8 hours, or Business class for anything more than 8 hours. This trip is 7h 30 min Calculation is on flying time, not travel time.

I don't want to create a big issue out of this...but any suggestions how I can insist, and get Premium Rouge?
Many companies will allow you to pay the difference. if the company allows you to buy a high Economy fare (ie: Lat Y) and then ring up AC and pay the difference (potentially nothing) into a Premium Rouge class that may be an option.
I would highly advise you to check your travel policy/with your manager etc.. before doing this however. And of course, if the travel policy is no J for < 8h they may not be happy with you booking Lat. There's also the fact that Lat is fully refundable/changeable and CDZP fares are not.

And of course, check the cost difference. At work we do not have a F policy... but when F was < J (not AC of course) a colleague had no problem convincing the bean counters to let him fly book and fly F. AC PY especially (no idea on Rouge) I've seen below Flex numerous times.
